I got the car but no idea on year in #21954.

That's an unusual blue on the Henry J.

 Sorry Imadzol, I din't see your reference to the Henry J. I don't think the color is unusual though, IIRC it was the most common color for those. In fact powder blue/sky blue cars were everywhere in the late 40s/early 50s.
 
My folks owned a light blue '47 Frazer and traded it in '53 for a Pontiac in the same color (talk about being in a rut!).

The engine itself looks like it's from a Corvair, but the sheetmetal doesn't look right, especially that black corrugated piece in the upper left corner of the pic, which reminds me of the plastic engine cover of a Fiat X1/9.
 
I'm stumped.

Right on.
 
I saw this picture of one going down steps and wondered, "Why?"
 
It was to show the power steering kept the steering wheel from jerking back and forth and being hard to hold, especially for the distaff drivers.
