Yes, this is a Bond Bug - 1970/74.
 
I would agree with most of your choices for the background, (and you have good eyeight and a good monitor) but the Jensen is, as fintail observed, a Jensen-Healey.
However the yellow car next to the Spitfire is a Reliant Scimitar GTC - they made those as an alternative to the GTE in the early 80's.

As karsick says, it's a Bond, although by the time they made the Bug, Bond were part of Reliant anyway.
 
The Reliant was always sold mainly to old folks, and had a pretty nerdy reputation even when new - turning up on a date in one wouldn't have been a good start. One of the most popular comedy shows on TV here for years had a couple of blokes who were running round in a Reliant van - it was meant to be a funny touch, but has had the effect of popularising the older Reliants. I've travelled in one, and did drive it once around a car park - a fellow student used to have one back in the 70's- they were generally reliable, but fiddly to work on.

The lettering on the side says Gendarmerie", French for Police Dept.

Thanks for the clarification. . They are odd looking cars. I don't think they'd ever be sold here as they woudn't pass safety standards, unless they'd be classified as some sort of a motorcycle thingie.
