In the real world, used car prices generally are adjusted in the fall.
Since this is the traditional start of the new model year.
The will be a book drop in January, but that is normal.

I agree. I just purchased an 09 vehicle. Edmunds msrp $19680, inv $18300, TMV $19200. I used these numbers in negotiations. I was in no hurry to buy so I just kept pushing. Didn't have to push very hard to get dealer to $18,100. That was total price + tax & tags. Also gave me the $500 cash Back. Walked out with vehicle for $17,600. Still wonder what's up? Purchased vehicle for $200 UNDER invoice and $1100 under TMV. Something's not right.

We were test driving a RAV4 08 22,000 miles. The salesman knew we were not buying today but had to write down a price on is card.
Window said $19400 Toyota certified.
He wrote down $18300 $19500 out the door.
TMV with the same trim $20100 for certified.
If I was serious and actually went in to buy I would like to think it would be even lower.
Does the TMV include tax and fees if not why is it so high? I noticed this on another model as well?

Jan/08 Same thing happened to me. Was looking at an 08 mazda 3, TMV w/ exact options was $19200. 1st offer I got was $18,300? This really messed up my negotiation. Ended up paying $17,700. Checked back over the next few weeks/months and found out could have done even better. TMV (edmunds), Smart target price (cars.com) and Suggested retail (KBB) were all way off. In times like these I would start negotiating at least 30% below asking price. You can't go lower after 1st offer, so start LOW. You can always come up. If they let you walk and dont call you back in a week, you're prob. a little low. NOTHING IS SELLING, even Toyota, honda, nissan are HURTING. Its a great time to BUY! good luck

Of course, TMV values don't include tax and other fees.
What exactly did you expect the price to be on a car you weren't even serious about??

Really? How much do you think cars are marked up?
An offer like that would mean you aren't a serious buyer.

Not true but things are definatly on the quiet side and until things perk back up(and they will) I agree, it is a great time to buy!

Sorry...............you are correct. 30% is too much. Made a mistake. The mazda 3 I was looking at was $20K (MSRP). I paid $17.7K, plus got $500 rebate. Total was $17.2K (14% off MSRP) Think I could have gotten another $500 - $1000 off. At $16.7K (another $500 off) = 17% and at $16.2K (another $1000 off) = 19% . I must have been over tired when I wrote 30%. My mistake.
Bottom line was..........EDMUNDS had the same MSRP ($20K) but the invoice was $18.3K and the TMV was $19.2k. tHATS alot HIGHER than the car was selling for. Screwed me up big time. $19.2 (TMV) was only 4% off MSRP>.

I am serious about buying a car but I'm not sure which one yet, I have not bought alot cars and want to get a good deal. Researching on edmunds they say use TMV to negotiate a better deal. If the sales guy is going to over $1100 under TMV before you even sit down. There starting offer is not best offer so I guess my point is how to you use TMV to get a better deal seems like it will hurt rather than help?

The thing to remember about TMV is that it is a guideline only.
Also, it doesn't change fast enough to keep up with market conditions.
No guide, except Manheim online or Black Book(neither of which is available to consumers) can keep up with changing market conditions.
It's like buying stock,but relying on a month old Wall St Journal for pricing.
