Just to add my 2 cents about the great prices you can get for a honda at the momment,
 
I've been shopping around in the college park area and ended up with a Accord EX V6 for $24350 on the road with a cargo mat included.
 
I was also close to purchasing a LX V6 for $21,500 on the road but color and interior choices were limited.
 
I ended up purchasing from Oursman Laurel but the silver spring dealer was also quoting similar prices.
 
My dad also purchased a Civic LX about 4 months ago for $14,800 on the road, so you should definetly be able to get it cheaper than that now.

The EX with NAV has navigation which includes voice recognition. Otherwise I believe they are equipped identically.

I paid $20,855 plus tax, tags, and title; $21,654 out the door. I love the gas mileage and the 4-cylinder engine is more than adequate.

EX-L is a 4 cyl. Accord with leather--that's what the "L" stands for.
 
At the EX level there's an EX (cloth only), EX-L (with leather and some other goodies like XM radio), and EX-L with the Navigation system built in.
 
I think all EX Accords with the V6 engine have leather, so the "L" would be redundant and isn't used to describe it.
 
Honda treats Accords as separate car models rather than one model with factory options which simplifies the buying process. Honda Accords don't have any factory options as such because everything a buyer needs will be incorporated in the model of choice......Richard

I just bought a Firepepper Red Pearl 2002 Accord SE at the local Honda dealer's here in Valley Stream, NY. I paid about $16,000 for this (Honda certified) car and though it might seem a bit high for a 3 year old car this car was exceptionally clean, had only 14,531 miles on it, and had a clean history (one owner in the same area). The dealer had several other Accords and Civics on the lot as well as a few other cars and all of them looked very clean as well. There's something to be said about buying locally. It's always good to support your home town's economy even if you have to pay a bit more for the privilege. I would say that my experience was better than average, especially compared to the dealer I bought my last car (Camry) from in Hempstead, NY. There was a bit of negotiating done but even the initial price I was given was very good, at least according to Edmunds TMV. My only regret is that I didn't buy a car like this when it was new 3 years ago. The Camry was an excellent car and gave me great service under less than ideal conditions but it was time for it to go after 16+ years and 139000 miles. About 2 blocks down the street in the Accord on the test drive was enough to convince me that the Accord was the car I needed.

mpatel - What price did you pay for your EX V6 before tax, title, license, etc. In other words, what was the actual car selling price.

I think that brand new cars are exempt from emissions inspection in NY because the manufacturer has to certify that the car meets emissions requirements under Federal law when it is built. The safety inspection is just to make sure that all the safety related items work when the car is delivered. Dealers are certified inspection stations just like other repair shops as they need to be able to offer that service to owners who bring their cars in for maintenance as well as buyers of pre-owned cars. The DMV in NY has a dealer unit which handles transactions in bulk for the dealers. If you buy a car and have an existing registration then the dealer gives you a temporary registration which lets you drive the new car until the transfer is processed by the DMV. I think that I paid the dealer about $50 to do the title and registration paperwork on the Accord I just bought plus the actual DMV charges of $21. For me that was worth it in convenience although going to the DMV in NY these days is much less painful than it used to be (almost as bad as root canal).
