They (local police) definitiely like to pull one for lights out. The older the car, the more often the lights are prone to go out when least expected. I didn't even know certain lamps existed, though I think I have replaced every lamp in 2002 Jetta. Now I have to replace rear middle brake light, which does not look easy, and license plate lamps (well one, but might as well do both).

Non-Start issue. Bells and lights and all that come on. When turn key the engine doesnt budge. Battery is fine. No clicking noise. Removed kill switch fuse and replaced. Waited for Glow Plug light to go off and tried to start. Tried to start while in neutral and back in park. Still nothing. Whats really weird is you can hear an alarm going off inside the engine - like its trying to tell you something. Any ideas what this is?

There is no "alarm" in the engine.
Judging from your description.... I can only suggest that perhaps you are hearing the starter-moter spinning without engaging its gears. It would sound kinda like a 'whine' as the motor spins faster and faster with no load on it.

Thanks Sir_Shiftright. I would not call it a "guess"...more like a "deduction" based on the limited facts put forth.
Part of my livelihood is 'figuring things out' (perhaps better described as a professional troubleshooter) Compared to the complex, worldwide software-systems I work on, an automobile is a very simple machine to me. Except, with softwre, I miss the hands-on of holding a piston in my hand to diagnose why it failed.
